According to Rules of Orissa Universities Act 1989 with
some desirable deviations
TITLE AND COMMENCEMENT
1. These rules and regulations are may be called the Kalinga
Institute of Medical Sciences Rules and Regulations. They
shall come into force with immediate effect.
2. All words and expressions in these rules and regulations
shall have the meaning respectively assigned to them in the
Act and Statutes of the Orissa Universities Act 1989.
CONSTITUTION OF LIBRARY COMMITTEE
The committee consists of three nominated members from among
the senior faculty members by the Principal and the senior
most professor will act as Chairman of the Library Committee
and the Librarian as Convenor. The library committee meeting
is to be convened by the librarian.
Committee Meetings : The Committee shall meet as
and when required as per the discretion of Chairman.
Functions of Committee :
- To allocate funds for expenditure on purchase of books,
journals, etc. and furniture required by the Library out
of the Annual Budget.
- The Librarian shall consult the Head of the Departments
regarding their requirement of books, journals and non-book
materials etc. and their suggestions shall be duly considered
by the Library Committee while making final allotments of
funds for the different departments.
- To arrange for proper enforcement of Library Rules and
Regulations.
- The Library shall be under over-all supervision of the
Library Committee. The Library shall remain open in such
hours as the Chairman may, from time to time decide, but
it may in exceptional circumstances, be closed by the Librarian.
Membership : Eligibility
- Faculty members
- Undergraduate students (M.B.B.S.)
- Tutors / Sr. & Jr. Residents / Demonstrators
- Medical officers of the Hospital
Every user of the Central Library must register his/her
name in the Library.(Form for registration to be supplied
by the Library office).
All the users of the Central Library except the eligible
users shall pay Rs. 2000/- (Rupees Two thousand only) for
individuals for three years, which is non-refundable and they
will not be issued any book out of the Library Reading Room.
In this regard Librarian should provide adequate information
to the surrounding institute.
For retired faculty member from this institute are welcomed
to utilize the library facility inside the library.
Current Awareness Service is to be provided in the Library.
One book shall be issued to the users for a period of fifteen
days.
Members shall appear in person to take books on loan.
Circulation of informational documents will be provided
daily to its users.
If a book or informational document is not returned by a
borrower within fifteen days of issue of the book/informational
document, a retention fees of Rs.5/- (Rupees five only) per
day up to a maximum limit of fifteen days shall be charged
on borrower. In case this informational document is not returned
within that period, other disciplinary action would be taken
against the borrower as deemed fit by the Chairman, Library
Committee.
When the due date for the return of the book falls on authorized
holiday, it may be returned on the day, the library reopens.
A borrower against whom any overdue or the other charge
is outstanding shall not be allowed to borrow book from the
library.
No book shall be issued to a borrower who has lost a title
until such time the lost title is replaced or paid for.
A borrower shall be responsible for all books issued on
his/her library card.
Handle the books and journals with care. Do not disfigure
these documents by writing or making underline in the pages
and do not tear out of any page from the book. In this case
full present cost will be charged.
If an informational document is lost by its borrower, then
ten times the price of the said document will be collected
from the borrower.
A student shall cease to be a member of the Library if he/she
ceases to be a student of the institute.
Informational documents are not transferable.
Journals, Magazines, Newspapers and other reference materials
are to be used strictly inside the Library Reading Room.
If any reader damages the furniture or removes or attempts
to remove from the Library, an informational document that
has not been duly made over to him/ her by the Library personnel,
appropriate action shall be taken against him/ her.
A list of recent arrivals of informational documents is
to be noticed in the Reading Room Notice Board.
Suggestion for procuring the books, suggestion slips are
provided in the Library.
The reservation facility for informational document is provided
in the Library for the users.
Silence is the golden rule in Library. Use of Cell phone
and smoking are strictly prohibited in the Library. All who
happens to be inside the library are expected to observe strict
silence and maintain the discipline in the library.
The checking counter Attendant is authorized to examine
every thing that passed into or goes out of the library.
Every user shall be supplied with a library card affixed
with his/her photograph.
Loss of library card issued to a borrower must be reported
to the Librarian immediately and a duplicate card will be
issued on payment of Rs. 50/-(Rupees Fifty only)
Library Cards are not transferable.
All readers should read the library rules. Ignorance of
library rules will be of no excuse.
Do not bring food or drink of any kind in to the library.
Do not keep feet on the furniture or spill ink in the floor.
Sticks, Umbrellas, handbags, and articles are prohibited
inside the reading hall. These can be kept in property counter.
Library staff are not responsible for missing of any personal
belongings.
The staff who shall leave the college on proceeding to higher
studies or training either inside the country or abroad/retirement
from the service or otherwise are to furnish the clearance
certificate from the library before they are relieved.
All users who take books from the library shall return before
going on leave.
No book from the library shall in any circumstance be taken
into the dissection room or the postmortem room.
The readers should not reserve the seats in the reading
hall. When they will go out of the library, they should return
the library books in the counter and take back their personal
note along with them, otherwise the library staff will not
responsible for the personal books and would remove the library
books to the respective places.
Borrowers are advised, in their own interest, to inspect
informational documents issued to them at the time of issue
and to call attention to any damage or defacement detected
by them. Any damage or mutilation of a book noticed at the
time of returning shall be ascribed to the borrower.
Xerox facility is to be provided free for faculty members
for academic activities with the recommendation of HOD. For
personal use, they have to pay fifty paisa per page for the
users (staff and students)
A sum of Rs.5000/-(Rupees five thousand only) shall be placed
at the hands of the Librarian towards emergent and incurring
miscellaneous expenditure.
There shall be a stock taking of the Library under the guidance
of Librarian.
The library committee have to frame additional rules and
regulations with the approval of the Principal as may be necessary
from time to time for smooth management of the Library.
Copy of the Central Library Rules and Regulations shall
be made available in the Reading Room Notice Board and Library
Notice board. |
